Concerning the Manchester Evening News photo showing a street scene on New Years Eve.
Henri Cartier Bresson was a French photographer between the wars and using a Leica 35mm viewfinder b/w camera developed the art of ‘candid photography’ and this is in that vein. He believed that sometimes in pictures certain elements come together mainly by accident and if the viewer can sense this and take a snapshot just at a critical moment, these random shots can become art. There was more to his philosophy that this but that’s the gist of it.
This I think falls into that category.
The technology may have changed but the artists eye has not.
